sensitive Italian citizen to the thematic environmental, has learned with long live worry the contents of the article 71 of the Financial Law n. 448, approved in Parliament last 28 December.

Premised that the beaches are an inalienable collective good, I believe that such decision would not be able whether to already behave the progressive diminution of the few existing free beaches and a dangerous increase of the environmental damages that already torment in abnormal way our coasts.

I ask, therefore, one immediate intervention of Yours for the article 71 to be cancelled and that is, therefore, implored every attempt of privatization of the beaches and the other areas demaniali, as well as the possibility of remission of the thousand of realize building constructions illegally.

Object: No to the privatization of the beaches Italian

Dear President, writes

her to express my disconcertment on the possibility that the beautiful Italian beaches, thin to today of ownership of the demanio of the Italian State, privatizzates come. This way in fact it foresees the art. 71 of the Financial law 2002, introduced by an extemporaneous amendment of the Chamber: all the zones demaniali "not you destine to the exercise of the public function" on which are been performed "works of urbanization and construction in anterior epoch to 31/12/1990" you/they could be transferred "in it derogates to every normative in force" to the available patrimony of the Communes, with the clear indication that such transfer is not that a passage for the definitive transfer to the privacies.

The lottizzatoris and the unauthorized builders, the managers of camping outlaw, etc. you/they could purchase the ownership of the proper demanio in strength of the abuses and the committed crimes.

It would be of fact a new building Remission: all the unauthorized works built on Demanio (ownership' of the State) could be "you cure" with the acquisition from the privacies.

I hold, signor President, that this provision risks to have disastrous effects: less nature and more pollution. Besides, the run to the purchase of beaches and Italian coasts from enterprises and privacies risks to complicate the access right to the sea from the Italian citizens and foreigners.

This norm can frustrate all the efforts of the Magistracy against establishments and unauthorized campings and also against villages tourist fates in full maritime Demanio (es. the Village Coppola-Pinetamare to Castelvolturno, the occupations generalized to Funds, the ugliness of Stalettì in Calabria).

I invite her, Signor Presidente, to predispose in the briefest possible time a Decree Law substitutive of the art. 71. I believe that only a provision of urgency of the Government as the Decree Reads, that immediately enters in vigor, you/he/she can make up for to the damages above underlined.
